本研究以記憶研究(memory studies)的角度切入,並以2015年起在多個社區所辦理的審議社造為案例,試圖描述、分析和比較審議、記憶與地方意識所可能開展之數種關係。自2014年左右起,台灣社會便引入參與式預算的討論模式,鼓勵民眾提出對於預算分配的想法、並投票決定最適切的方案予以執行。在這波參與式預算的熱潮中,參與式預算還被運用至社區總體營造,成為文化部推動社造的重要元素之一,並被簡稱為「審議社造」,期望藉以深化民主、擴大參與。也因為如此,許多社區成為辦理審議討論與公共參與的場域,社區居民得以親身體驗參與式預算的完整流程,本研究由這當中挑選六個參與式預算的辦理社區作為主要分析對象。本研究的目的是透過案例檢視審議、記憶與地方感三者之間的連動關係,觀察多元行動者在審議計畫中所採取的策略與扮演的角色,將審議社造的辦理視為地方(再)製造(place-(re)making)的契機:亦即,審議活動的辦理不但可能用以延續、強化、更新既有的地方意識,也可能造成既有地方意識的修改、調整與顛覆、並促成嶄新地方意識的萌生等。透過對於這些案例的討論,本文探討審議對「地方」所可能產生的效應,並指出被發明傳統在其間的角色。
Basing on memory-study approach, this study attempts to describe, analyze, and compare the possible relationships between deliberation, memory, and local consciousness, using cases of participatory budgeting from multiple communities in 2015. Since around 2014, Taiwanese society "imports" participatory budgeting to encourage people to come up with ideas for budget-allocation and vote for the most appropriate proposed project(s). With this wave of participatory budgeting, participatory budgeting has also been applied to community-building and has become one of the important strategies that the Ministry of Culture to promote "Community Building." It is also expected to deepen democracy and broaden participation. Therefore, many communities have become the venue for deliberation. This study aims at analyzing several communities that experienced deliberation-community-building. This study examines the relationship between deliberation, memory and local consciousness through case studies in order to observe the strategies and roles played by heterogeneous actors in the process, and treat the deliberation meetings as the opportunity for place- (re)making. That is to say, deliberation-community-building may not only be used to maintain, strengthen, refresh the existing local consciousness, but also may cause the modification, adjustment and subversion of the existing local consciousness, and even facilitate the emergence of new local consciousness. Therefore, by investigating various relationships between deliberation, memory and local consciousness, this article summarizes the possible consequences of community-building via deliberation in general, and the effects of invented traditions.
