本研究首先從近代規劃思潮及相關理論文獻建立都市步行空間之架構,再配合國內外步行空間規劃經驗論述都市步行社區空間環境內涵之重要性,並以臺灣都市新、舊社區實証地區進行步行空間環境調查,最後建構都市社區步行空間新的規劃思維及改善建議方向。
本研究共分六章廿四小節,第一節緒論、第二章理論基礎建構、第三章國內外步行空間案例分析、第四章臺北都會區步行空間課題分析、第五章、第六章新規劃思維的提出與結論。
第二章從近代規劃思潮歸納出各思潮與步行空間之關連性及其價值,並釐清國內相關都市規劃相關法規中,有關步行空間實際之規範及應用,且分析相關文獻著作,作為本研究立論之基礎;最後為綜合分析以上四點,建構都市社區步行空間系統,以作為後續檢視步行空間的參考依據。
第三章分析國內外都市社區優質步行空間案例,包含歐洲(荷蘭德爾福特市、德國北萊茵‧威斯伐倫)、美國(猶他州鹽湖城、佛羅里達州傑克遜維爾)、日本(東京世田谷區、京都)及臺灣(臺北市信義計畫區、民生社區)社區步行空間環境之優良相關案例,以做為國內都市社區步行空間改善的參考。
第四章係分析新(大直重劃區)舊(板橋舊火車地區)社區之發展背景、相關計畫的論述,最後進行現況社區的步行空間調查,從中歸納出新、舊步行空間的課題,作為後續對策研擬之依據。
第五章及第六章提出都市社區步行空間規劃思維與改善建議:○1規劃設計面向:建立都市計畫、鄰里及街道/街廓/建築物三個空間構面,都市計畫需建立社區步行空間願景,指導鄰里社區之街道/街廓/建築物規劃、設計與開發;○2計畫管制面向:在現今都市計畫之主、細部計畫制度下,應透過通盤檢討制度檢討新舊社區質量發展狀況,並透過都市設計計畫、都市更新計畫來引導都市整體發展,建立都市社區步行空間願景;○3民眾參與面向:一為誘導,藉由獎勵機制鼓勵開發者配合社區步行空間願景留設步行空間;二為輔導,藉由社區參與機制鼓勵社區、企業共同維護社區步行空間;三為教導,係藉由教育與警察權的行使糾正步行者的習慣。

First of all, this paper builds the structure of walking space of urban communities based on the contemporary planning thoughts and related documents. Following stating the importance of walking space of urban communities by the experiences proved in foreign and domestic. Furthermore, through the survey of walking space in the emerging / existential communities over Taiwan, we finally build the perestroika about walking space of urban communities and some direction to improvement.
The paper divides into six chapters and twenty four sections. The first chapter is exordium. Second chapter builds the basic of theory. Third chapter analyzes the walking space in domestic and foreign. Forth chapter analyzes the issues of walking space of urban communities in Taipei metropolis. Fifth and sixth chapters advance the perestroika and the conclusion.
The second chapter collects the connection and the value of walking spaces from several contemporary planning thoughts; and it makes clear of the regulations and applications about walking space from domestic urban planning laws. The paper also analyzes related studies. Eventually, generalize above description to establish the system of walking space of urban communities, and to be a basis for discovering problems about walking space later.
The third chapter analyzes the walking space in internal and foreign. It include Uk(Delft, Holland and Essen, Germany) ,USA(Salt Lake City, Utah and Jacksonville, Florida), Japan(Setagaya-ku, Tokyo and Kyoto), and Taiwan(Xinyi, Taipei and the Min-Sheng Community, Taipei). We can learn their building strategies and experience on walking space of urban communities in internal and foreign.
The forth chapter analyzes emerging (Tazhi District, Taipei) and existential (the former Ban-Chiau Station District, Taipei county) communities development background, urban planning, and walking space surveys. Finally, it generalizes issues of walking space by the result of analysis of the factual attestations.
Fifth and sixth chapters advance the perestroika and suggestions: 1) walking space planning: To set up three structures the streets/ blocks/ buildings, the neighborhood, and the field of city planning. The city planning should build the vision of community walking space, guiding the design, development for neighborhood /streets/ blocks/ buildings. 2) Planning control: In the overall review of urban planning to check the system of emerging / existential communities and to build the vision of community walking spaces in planning of urban design/ urban renewal. 3) Public participation: One is “incentive” – encourage the builder to reserve walking space, and offer reward for it. Another is “assistance” – via community organizations and private companies to manage the walking spaces. The other one is “teaching” – by the way of education and to police power to correct people’s walking habits.
